This led to insufficient deployment of officers to manage the large turnout. Additionally, crowd control measures were lacking, with scarce barricades and inadequate security personnel to handle the crowd. There was also confusion over entry processes and scheduling, causing attendees to rush towards the gates as they opened.
Furthermore, confusion over the victory parade, last-minute distribution of free passes, overcrowding, and limited seating at the stadium exacerbated the situation. The shortage of ambulances at both the Vidhana Soudha and Chinnaswamy Stadium further complicated matters.
Overall, the tragedy highlighted the need for improved coordination, communication, and crowd management to prevent such incidents in the future.
